JULIA GILLARD has dismissed the sentiment the current global financial turmoil is no
time to introduce a carbon tax, saying there's never been a better time to do so.

Ms GILLARD told a town hall forum in Perth last night she understands many people are
worried about the dramatic movements on global stockmarkets, the US debt problems and
the mayhem on the streets of London.

But she says Australia is different, with the country located near Asia, where their
economies are still growing and unemployment is low.

She says when treasury predicts the economy will continue to grow and create more jobs
while we cut carbon pollution by 160 million tonnes, we should do it.

SA:Hospital cost row intensifies

A row over costings for the new Royal Adelaide hospital has intensified .. with the
state Labor government and opposition at odds over documents the Liberals refuse to release.

The opposition says the documents show taxpayers will pick up the cost of providing
electricity to the new facility when it opens in 2016.

The opposition's DAVID RIDGWAY says the government previously claimed this would be
the responsibility of the private consortium building the new facility.

But Health Minister JOHN HILL has dismissed this .. telling the ABC the consortium
was never going to pick up the power bills for the next 35 years .. but will be arranging
for the power to be delivered.

He says it'll then bill the government for the power .. as part of the hospital's agreed
running costs.

NSW:Surviving twin hangs on to life

A three-month old boy is clinging to life in hospital in New South Wales .. after the
death of his twin brother from an apparent genetic disorder .. which affects both boys.

But the surviving twin has been moved out of intensive care .. and is in a stable condition
in Newcastle's John Hunter Hospital.

A family friend says the twins suffer Apert syndrome .. a rare genetic disorder which
causes certain skull bones to fuse .. preventing the skull growing normally.

The twins were taken to the hospital on Monday afternoon by their parents.

A post-mortem examination is expected to be held today .. and police have spoken with
the 31-year-old father and mother.

The twins' three-year-old brother has reportedly been taken into the care of community
services as police investigate.

QLD:Govt moves to curb train violence

BRISBANE, Aug 18 AAP - The Queensland government has moved to crack down on violence
by allocating an extra 10 police officers to the railway squad.

Police Minister Neil Roberts told state parliament on Wednesday the officers would
take the strength of the railway squad to 64 members.

"This means an enhanced focus on providing a safe service for more than 66 million
passenger journeys on the network each year," he said.

Mr Roberts said half of the 10 officers would become operational this financial year,
with the second half coming on line in 2011/12.

"Last year the squad was involved in 178 operations, targeting criminal offences and
good order behaviour on the network," he said.

"During this period the squad conducted 27,669 hours of network patrols and issued
3304 infringement notices.

"They do a great job in difficult circumstances."

The announcement comes just days after two women were assaulted and had their car stolen
at the Coorparoo station in Brisbane.

BRISBANE, April 10 AAP - Teenage solo sailor Jessica Watson is hoping to make a grand
dry land return beside the Sydney Opera House in the first week of May, her manager says.

Watson, 16, who is aiming to be the youngest person to sail solo around the world,
is expected to complete her record-breaking journey about seven weeks ahead of schedule.

The Sunshine Coast teenager should re-enter Australian waters and pass Cape Leeuwin,
the most southwesterly point on the Australian mainland, sometime this weekend.

"It's all weather dependent, but the first week of May on current average speed is
what we are aiming for," her manager Andrew Fraser told AAP.

"We are sorting through all the logistics of that at the moment and the Opera House
is being considered.

"We are in discussions with several departments and we hope to finalise it next week."

Watson will time her entry into Sydney for a morning arrival to coincide with a major
onshore celebration.

"It will definitely be a morning, some stage late morning," Mr Fraser said.

Her journey on the 10-metre boat Ella's Pink Lady started from Sydney on October 18 last year.

It was originally expected to take eight months with a projected return in mid-June.

She has less than 4000 nautical miles out of 23,000 nautical miles (7500km out of about
43,000km) remaining in her attempt to be the youngest person to sail solo, non-stop and
unassisted around the world.

"I spoke with her last night and she is in great spirits," Mr Fraser said.

"She is looking to get past Cape Leeuwin so she gets another Cape under her belt.

"Her average speed is about five knots so on a good day she covers about 100 nautical
miles (187km) a day."

ACT: Canberra told to reform murder laws

CANBERRA, Aug 27 AAP - The ACT government has been told it must introduce a raft of
reforms to address Canberra's dearth of murder convictions over the past decade.

Canberra's questionable strike rate, which has not resulted in a single murder conviction
for more than 10 years, has cast doubts over the strength of territory murder laws.

A month-long inquiry into the issue handed down a list of recommendations on Thursday,
calling on the ACT government to tighten up legislation to put it on a par with the rest
of the country.

But the territory government rejected as complicating an earlier bid by the government
to toughen its laws.

Among calls to increase manslaughter sentences, the committee asks for an expansion
of Canberra's legal definition of murder to include instances where an injury causes death.

Earlier, the ACT Police brought up the 2008 case of Glen Porritt, who killed his mother
after stabbing her multiple times in the head, neck and face, but was found not guilty
of murder.

The judge ruled he had not intended to kill her.

The committee also calls for the government to conduct its own sentencing inquiry,
as well as advising a direct lift in manslaughter sentences from a maximum 20 to 25 years
and from 26 to 31 years in aggravated manslaughter cases.

It argues the ACT Law Reform Advisory Council should be handed greater powers and consideration,
given to uniform murder laws across the country.

"The committee believes that there is some disquiet about elements of the law which
is exacerbated at the time of high profile cases," reads the report, which was tabled
in the ACT Legislative Assembly.

"One of the persistent themes that came out in both written and oral evidence was a
concern that people who had perpetrated violent crimes that resulted in death were not
being sentenced appropriately.

"There is strong support for harmonisation (of the laws)."

The committee rejected perceived community views that Canberra was soft on murderers,
saying the statistics did not back up that view.

It also dismissed the ACT government's attempted changes to draft murder laws, when
it tried to include the causing of serious harm in the murder definition.

The committee declared the change was complicating the debate making it harder to prove
intent before the act itself.

SA: Quick-thinking resident catches thief in shed

ADELAIDE, April 19 AAP - A quick-thinking homeowner caught a would-be thief by locking
him in the garden shed.

The homeowner, from Alberton in Adelaide's western suburbs, went to investigate noises
in his backyard just before midnight (CST) when he discovered a man inside his shed.

"The quick-thinking resident shut the shed door, locking the man inside and then called
for help," a police spokeswoman said on Sunday.

"Neighbours responded and together they were able to detain the would-be thief until
police arrived."

Police arrested and charged a 45-year-old male from Bedford Park with breaking into
the shed and theft.

Police said the man claimed to be looking for money for a bus fare home.

Bail was refused the he will appear in Port Adelaide Magistrates Court tomorrow morning.

BRISBANE, Dec 13 AAP - A Queensland woman granted permission to preserve her dead partner's
sperm has described him as her rock, best friend and soulmate.

Krystle Jane Ross, 23, made the application in the Queensland Supreme Court last week,
the day after her partner Thomas Takurau, 25, died in a tragic workplace accident.

While Justice John Byrne granted Ms Ross permission to preserve the sperm, a date has
yet to be set for hearing Ms Ross' application to actually use it.

Ms Ross has been unavailable for comment but in a posting made on her MySpace page
before Mr Takurau died, she wrote that she could not imagine her life without him.

"I am madly in love with the only man in this world that could possibly tolerate me
... Thomas, who is Maori, 25," Ms Ross wrote.

"(He is) a split personality Gemini and the most amazing and loving man I know!

"I love animals, thus my choice in boyfriend (joking baby, you know I love you)."

Both Ms Ross' and Mr Takurau's profiles state they someday wanted children.

"(He's) my rock, my best friend, my lover, my soul mate and my all, we've been together
just over two years and I couldn't imagine a day without him," Ms Ross' profile says.

It is one of only two known legal applications of this kind to be granted in Queensland history.

Qld: Stabbing victim spoke to police before she died

BRISBANE, Aug 9 AAP - A woman fatally stabbed at a Brisbane adult store struggled with
her attacker and activated an emergency alarm for help.

Logan Police Inspector Peter Waugh said police found the woman with stab wounds at
the Everything Adult store in the south Brisbane suburb of Browns Plains about 8.50pm
(AEST) yesterday.

Insp Waugh said the woman, an employee of the store, had activated an emergency alarm
and was able to speak to police before she was taken to Logan Hospital, where she died
a short time later.

"Police spoke with the victim prior to her transport to hospital," Insp Waugh told
reporters in Brisbane.

However, Insp Waugh would not elaborate on what the 25-year-old victim told police
or if she had provided information about her attacker.

Police released a photograph of the man they believe was responsible for the attack
from the shop's security footage.

Insp Waugh would not comment on whether the attack itself had been recorded.

"A struggle has (happened) and the offender has then left the store and taken the victim's
white 1993 Toyota camry sedan," he said.

Insp Waugh said preliminary investigations indicate a sum of money was stolen from the business.

Police are looking for the woman's car with the Queensland registration number 371 CGK.

The vehicle has chrome hubcaps and a pink, yellow and red sticker on the front windscreen.

The alleged attacker has brown hair and is of medium build with an olive complexion.

He was wearing dark pants, white sneakers and a light sweater.

Fed: Logging would have lessened fire threat: Abetz

CANBERRA, Dec 13 AAP - Tasmania's bushfire crisis would not be so severe if the state's
forests had been logged rather than protected, Federal Forestry Minister Eric Abetz says.

Senator Abetz said today the severity of the bushfires, which have destroyed 14 homes
in Tasmania's east, called into question the value of making forests off-limits to logging
and grazing.

He blamed a build-up of fuel in wilderness areas for the severity of the fires.

"Many Australians are starting to feel cheated that they were sold a line that you
could simply lock up our forests and keep them forever," Senator Abetz told ABC radio.

"And then fire comes through and destroys the koala habitat, the alpine plant species
and, in Tasmania ... those areas that people have argued to be locked up are now just
there in ashes."

Firefighters have prepared a control line on the edge of the Wielangta State Forest,
which is the subject of a court battle by Greens leader Bob Brown who wants to prevent
the area from being logged.

Senator Brown today rejected Senator Abetz's arguments.

"The majority of the forest that we've been talking about in the Federal Court wasn't
burnt in the fire," he told the ABC.

The areas that had been burnt would recover quickly and remain an important habitat
for key species, Senator Brown said.

A search is underway in Queensland for three men who escaped from the Darling Downs
Correctional Centre .. near Toowoomba overnight.

Police say the men .. all aged in their 20s .. are likely to be dressed in civilian clothes.

They were noticed missing during a routine check at the jail about one o'clock (AEST)
this morning.

The Chief Inspector of Prisons will appoint an independent inspector to investigate
the circumstances of the escape.

Good news about tests... but residents need more.

I am writing this email after learning through your newspaper that RTA is considering to decrease the waiting period for candidates who fail in the Road Test. This is a very good initiative from RTA, however I have some more suggestions for RTA to lower the pressure on the "to-be Drivers". We all know that a lot of people visit Dubai on Visit Visa and these people are allowed to drive a vehicle if they have an international driving license even if they are from a country where the driving rules are totally different from the UAE, however the people from the same country are not allowed to drive if they are on a resident visa, which is a bit unfair.

I have a suggestion in this regard:

The people who come to UAE on a residence visa and go through a classroom and road training and appear in a road test, they should be allowed to drive even if they fail or pass the drive test. RTA should make three kind of results from a road test:

1. Pass

2. Probation

3. Fail, a person who shows no driving abilities should be failed, we have to keep the roads safe too.

The person who shows adequate skills, however he was not completely able to pass the test, he should be given a probationary license and he should be allowed to drive and if he drives for an year without getting any black point then he should be automatically changed to a full license. This is just a suggestion and RTA knows knows better how to run its business. I have been living in Dubai four months, apart from my country's license I additionally hold a Canadian license as well (unfortunately I don't hold a Canadian visa :-( ), now I can not drive so I can not take my daughter to any park or recreational area on weekends, I can not take my wife to hospital, etc, all these trips need a lot of planning and a lot of time as I have to keep a margin of an hour for taxi, etc. If I am allowed to drive then this will decrease a lot of pressure from me and I will be able to take good care of my family. I hope RTA should give adequate concern to this suggestion and act something on it

Mobile technology, broadband flourish in Iraq Kurdish zone.

Like many young people hungry for change in the Middle East, 21-year-old student Meran Mubarak is embracing social media as fast as telecommunications advances allow in his Iraqi Kurdistan homeland.

He is lucky to live in Iraq's Kurdish zone, the prosperous northern territory whose semi-autonomous status and relative stability in the war-battered nation has allowed 3G mobile technology and faster Internet services to flourish far beyond what most Iraqis can expect.

"I am connected to Facebook and Twitter almost 24/7," said Mubarak, using the latest version of Apple's iPhone on the network of local provider Korek Telecom.

While the 2003 U.S.-led invasion that toppled Saddam Hussein opened up the mobile phone industry and Internet access in Iraq, communication lines outside the Kurdish zone are still patchy.

But the Kurdish region was freed from Saddam's grip over a decade before 2003, and manages its own telecoms sector.

It has enjoyed virtual independence under Western protection since the end of the first Gulf War in 1991, attracting foreign investors as a relatively safe haven compared to the rest of Iraq, where gun and bomb attacks and assassinations occur daily.

The Kurdish telecoms industry, along with other investment sectors including oil, has boomed and avoided problems like military jamming as it has largely been spared the sectarian violence and insurgency that has afflicted the rest of Iraq.

Outside Kurdistan, poor data services and jamming of mobile phone frequencies by the military to prevent insurgents from detonating bombs remain a common complaint among Iraqis.

"The situation of telecommunications is very good in Kurdistan," said Hameed Akrawi, vice president of Korek Telecom, a mobile phone firm established in Arbil in 2001.

"We have more experience than the rest of Iraq, because we had freedom (earlier)."

FAST CONNECTIONS

In the Iraqi Kurdish city of Arbil, which boasts smart shopping malls and Western-style coffee shops, citizens and visitors are able to use Mobitel's 3G mobile phones and connect to the Internet using Wi-Fi.

Mobile phones were first introduced to the Kurdish region in 1999 when AsiaCell was established as the first phone company in Sulaimaniya. It has a customer base of 8.5 million users throughout Iraq.

Korek, owned by a nephew of Kurdistan president Masoud Barzani, leader of the Kurdistan Democratic Party (KDP), was established in 2001 in the region and has 3 million customers, while Kuwait's Zain started operations in the zone last October.

All three firms secured $1.25 billion licences each to operate in Iraq in 2007.

However, as in the rest of Iraq, companies operating in the Kurdish region also complain about a monopoly over fibre optic cables.

Allai Newroz Telecom, which introduced a fibre optic network to the Kurdish area in 2009, has a four-year renewable contract with the Kurdistan Regional Government and provides services in Arbil, Sulaimaniya and Dahuk.

Its network has become so overloaded that each separate neighbourhood coverage hub, catering in theory for 1,500 customers was often crowded with around 6,000 users, said Fateh Esmael, public relations director for Allai Newroz Telecom.

Telecoms companies say a lack of cooperation between Iraq's telecoms regulator, the Communications and Media Commission (CMC) and the Kurdish authorities is also hampering their work.

"The lack of fast broadband Internet has hindered Iraq's economic progress," said Diar Ahmed, chief executive of AsiaCell.

"CMC has no say here (in Kurdistan) ... There is chaos in the telecoms field in Iraq," he added.

But even though Internet download times are much faster in the Kurdish zone than in the rest of Iraq, they are still not speedy enough for tech-hungry young people like Mubarak.

LinkedIn says "Peter" and "Deborah" are the top names for CEOs*.

MOUNTAIN VIEW, Calif. -- LinkedIn, the world's largest professional network with more than 100 million members worldwide, today released LinkedInsights data that reveal interesting findings about the top names of CEOs. The LinkedInsights data also showed surprising correlations among the lengths of names that dominate certain fields. For instance, CEOs in the United States often have four letter names (like Jack and Fred).

According to the LinkedInsights data, the top five names for male CEOs globally are: 1. Peter 2. Bob 3. Jack 4. Bruce 5. Fred

The top five names for female CEOs globally are: 1. Deborah 2. Sally 3. Debra 4. Cynthia 5. Carolyn

"It's no secret that people often associate their title, employer and even their education as part of what defines them and their professional brand," said Monica Rogati, LinkedIn's senior data scientist. "What's interesting about this data is that we were able to discover a correlation between a professional's name and the industry or functional area in which they work."

For instance, in the U.S., there's an interesting relationship between the amount of letters and top names for professionals in certain functional areas. Sales professionals tend to have short names, around four letters (like Chip, Todd and Trey), while engineers tend to have longer names, around six letters (like Rajesh, Jeremy and Andrew). U.S. professionals in the food and restaurant industry tend to have longer French names (like Thierry, Philippe and Laurent).

"Typically hypocorisms, the shorter form of a given name, are used in intimate situations as a nickname or a term of endearment," said Dr. Frank Nuessel, the editor of NAMES: A Journal of Onomastics (a publication of the American Name Society) and a professor of classical and modern languages at the University of Louisville. "It's possible that sales professionals in the U.S. and male CEOs around the world use these shortened versions of their name as a way to be more approachable and accessible to potential clients. Interestingly enough, female CEOs appear to prefer to use their full names and not nicknames, which could signify that they want to be taken more seriously and want co-workers to think of them in a more professional light."

Since there are millions of professionals on LinkedIn, and not every Peter or Deborah is a CEO, LinkedIn suggests the following tips to help you stand out from the crowd of other professionals who might share your name, but not your profession:

Telstra's T-Box joins crowded video market.

TelstraClear yesterday launched its version of the MySky personal video recorder.

And it is confident T-Box will sell better than Telecom-backed TiVo currently being sold with heavy discounts amid slow uptake.

Initially T-Box is limited to Auckland and Christchurch _ where TelstraClear operates the Saturn cable TV service.

But the telco says it is the starting point for an extended media operation once New Zealand broadband improves.

But as Sky's dominance grows will it continue to be allied with Sky TV with an extended reselling arrangement? Or might it eventually provide some competition for Sky?

The T-Box supports high-definition pictures and recording and can record 50 hours of programmes at high-definition quality, or 300 hours at standard digital definition.

Entertainment technology writer Philip Wakefield of screenscribe.tv is sceptical about exclusive content on T-Box.

But he gives a thumbs up to the look, saying its interface is streets ahead of other PVRs.

T-Box is another addition to the bewildering array of TV technology.

But it is also a sign of convergence as the telcos eye TV content as a way to increase broadband demand.

Like MySky _ and to a much lesser extent Telecom-backed TiVo _ T-Box links customers, discouraging them from moving to a rival.

But low sales of TiVo _ leading to heavy discounting _ have raised questions about the scale of a market for PVR's dominated by SkyTV and MySky.

The dominant pay TV operator is in nearly 48 per cent of homes.

Both broadcasters and telcos have warned about its increasing dominance over TV content.

TelstraClear is playing down comparisons between T-Box and TiVo, linked to Telecom and whose sale price has been knocked down from $920 to $360 after slow sales.

``T-Box is a very different proposition,'' said Steve Jackson, head of consumer markets for TelstraClear, the New Zealand offshoot of the Australian telecommunications giant Telstra.

``It's a television device and the starting point for us to move into broadband at a later date as fibre optic develops.''

One aspect of T-Box linked to Saturn ensures it will evade one of the problems that has limited TiVo's appeal _ Saturn has plenty of content. Saturn resells SkyTV's channels.

While initially focused on the TiVo set-top box and its PVR function when it launched in November, Australasian licensee Hybrid Television Services is focusing on its download facility ``Caspa'', available on several platforms to download movies and TV shows for the net.

Meanwhile, Sky is set to launch its own broadband download site.

Sky chief executive John Fellet said that after 30 years in the pay-TV business he was still surprised by the swift success of PVRs.

But Sky needs to grow and more people will be using broadband to download shows.

Which is why the slow progress of TiVo must be worrying for TVNZ, and the future success for Caspa is important to it. It is essential if TVNZ is to develop a role in internet TV and share in the revenue from pay TV, apart from putting product on Sky.

TVNZ owns one third of Hybrid Television Services, the remainder is owned by the Australian Seven Network.

TVNZ's situation in this country has some parallels with Australia.

Sky's controlling shareholder News Corporation owns 25 per cent of the dominant pay-TV company Foxtel.

The largest stake in Foxtel is held by Telstra, so as TelstraClear eyes a role in media there will be interest in how the pay-TV relationship develops with Sky.

MySky is at the heart of Sky's growth in the retail sector but as it grows there is more focus on its role as a wholesaler of programmes and its dominance of content.

Sky says that it is happy to have its licensed shows delivered on other platforms.

But free-to-air broadcasters have become wary about its influence along with the telco sector.

The most vocal has been Alan Freeth, chief executive of TelstraClear.

Freeth has been critical of its negotiating stance, objecting to Sky claiming exclusivity, limiting TelstraClear's ability to show additional channels on Saturn.

The issue came to a head after the last negotiations between Sky and TelstraClear. Steve Jackson said that the disagreement had been averted while the terms of the current content contract is played out.

But as Telstra uses T-Box as the foundation for its media aspirations there may be trouble ahead.

Steve Jackson said that the terms for the programming deal would be concluded in 2 years.

``We will be seeking new terms to ensure that we are able to obtain programming beyond the agreement with Sky,'' the TelstraClear spokesman said.

WILTON, Conn., Oct. 23 /PRNewswire/ -- Avalon Properties, Inc. (NYSE: AVN) announced today that its Board of Directors declared dividends on Avalon's Common Stock (par value $.01) and the company's Series A and Series B Cumulative Redeemable Preferred Stock. All dividends are payable on Nov. 15 to all stockholders (both common and preferred) of record as of Nov. 4, 1996. The Common Stock dividend for the third quarter of 1996 is 38 cents per share. This represents an increase of one cent per share from the prior quarter, or a 2.7% increase. The Series A Cumulative Redeemable Preferred Stock dividend is 56.25 cents per share. Adu outplayed by Ralph; Jamaican scores 3 times in shutout.

CHICAGO _ Freddy Adu was in the spotlight before D.C. United met the Fire Saturday at Soldier Field, but it was his Chicago counterpart Dumani Ralph who lit up the place.

The 2003 Major League Soccer rookie of the year continued a hot sophomore start with his first professional hat trick to lead the Fire to a 3-0 victory over United in front of a crowd 25,810.

"(Ralph is) a confident kid when he's in and around the box," coach Dave Sarachan said. "He strikes the ball well with both feet and he's a powerful kid. You add all that up and you're going to get goals."

The opening goal came after a hustling play from midfielder Nate Jaqua, who saved the ball from going out 35 yards from the D.C. goal. Andy Williams received a pass in the midfield and sent the ball down the right side to Ralph.

The Jamaican native faked past defender David Stokes and drove to the side of the goal. He had time to settle before putting the ball past goalkeeper Troy Perkins from a sharp angle in the 15th minute.

"They were all from acute angles," said Ralph of the goals, which tied him with Los Angeles' Carlos Ruiz in the MLS scoring race. "Like coach says, sometimes I overdo it. But the confidence I have, that once I get in the area, if I hit it good, I think I have a good chance."

Adu was the reason for the 10th largest lakeside crowd in Fire history. But those who expected something spectacular from the 15-year-old phenom were disappointed. The Fire knocked down Adu six times, applying a physical defensive philosophy that kept him in check.

Still, he had his moments.

In the 42nd minute, Adu split defenders with a nice ball to Ronald Cerritos who fired a shot from 16 yards out that Fire goalkeeper Henry Ring rejected. A few minutes later, Adu got a step on defender Kelly Gray and came in from the right end line. Ring slid out to take the ball off Adu's foot.

"I tried to take it and slide it right under the keeper and he made a great save," Adu said. "I took it just a little too far ahead of me so I had to toe-poke it."

For Fire defender Jim Curtin and his backline mates, mission stop Adu was accomplished.

"He was pretty good today," Curtin said. "He didn't get a chance to turn and run at us. We got a body on him, and knocked him around a little bit.

"You see flashes. He turned the corner on Kelly Gray and kind of left him in the dust. Kelly and I both looked at each other and kind of smiled. `He's fast.' At the same time we both said the same thing. For a 15-year-old to be doing what he's doing out there is pretty impressive."

It is thus necessary for all players to work hard in order to really get the costs lower and produce on 8 inch wafer lines at a reasonable yield.

-- Hardware competing against software: companies such as Movea start to impact the traditional supply chain model by bringing a novel expertise in software and sensor fusion.

Which company, business model, device will win? It is both a booming and fragmented market so multiple companies can have an important part of the business.
